Broadband speeds are slowest in the evening because that's when most home users are on their computers. The best times to use broadband are therefore between 12AM and 8AM , if you're up and about, try a broadband speed test at these times to see the difference in broadband speeds you get.
It's also worth noting that broadband speed test results on cable broadband are more consistent because the broadband speed does not change during the day as your line is less likely to be shared by other users.
